The behavior of this field is server specific. A suggested use is that it return the approximate
Percent of Bandwidth currently in use by server. If multiple links are in use it could return the
‘worst case’ link. Note that any value over 100% indicates that the aggregate combination of items
and UpdateRate is too high. The server may also return 0xFFFFFFFF if this value is unknown.
